Finland and the United States strengthen cooperation on technology and critical minerals
Finland and the United States have signed a Technology Prosperity Deal (TPD) to strengthen cooperation on technology and a framework document to enhance cooperation on critical minerals.
30. October 2026
The Technology Prosperity Deal broadly covers strategic technology sectors, including artificial intelligence, telecommunications, quantum technology and biotechnology. Cooperation will also be strengthened in energy, defence, space and Arctic technologies. The aim is to advance the research, development and commercialisation of new technologies and to strengthen supply chains.
As part of the overall cooperation, Finland and the United States will also strengthen their cooperation on critical minerals. The framework document aims to develop mineral supply chains and resilience, as well as improve the conditions for US investment in Finland’s mineral processing and refining capacity. It also supports research and development cooperation between companies in areas such as the circular economy, resource efficiency and materials innovation.
“The framework document reflects the growing importance of mineral supply chains in international cooperation. Finland has significant critical mineral reserves on a global scale, and by utilising them we can create growth while strengthening the energy transition and security. We look forward to seeing what opportunities this cooperation will bring to the Finnish minerals industry,” says Matti Hietanen, CEO of Finnish Minerals Group.
The agreements were signed in Washington on 29 October 2026.
